Abstract

Looking back at 1989 and attempting to determine its place in the history of the country, it is impossible not to see that this was truly a year of profound changes. It is not easy to agree with such an assessment against the backdrop of a deteriorating situation in the economy and great social tension. These alarming phenomena conceal the positive, qualitative movement which has taken place in the political sphere. Nonetheless this movement is evident. And changes taking place within the political system are creating the necessary preconditions for successful resolution of the tasks of perestroika in other areas of social life as well, above all in the economy. After all, one of the main reasons for the failure of the 1965 economic reforms was in fact that they did not receive the support they deserved from the political system and were not accompanied by a necessary democratization of society.
