Abstract

Scale operation of agricultural land is necessary for agricultural modernization. To achieve scale operation, Japan relaxed quantity and rent restrictions on agricultural land, and tried to facilitate the development of efficient and stable agricultural producers. However, these policies have not essentially changed the agricultural operation pattern featured by small-scale households, considerably deviating the facts from the ideal. Rethinking the causes of this deviation is highly implicative for China's efforts in the scale operation of agricultural land.
