This paper analyzes on how to establish the(OHS) target, illustrates on what functions and levels the (OHS) target should be worked out, expounds the effect and basis of working out the target, and puts forward the requirement of sustained improvement, which provide the guidance for the organizations to work out the (OHS) target.
