The invention provides a management apparatus, a management method, and a management program capable of preventing work personnel from making work record information when mistaking a machine as a checked device, and the method and device can ensure the work personnel to come to the machine site of the checked device, thus preventing false work record information when the work personnel cannot come to the machine site. The machine management apparatus comprises the following units: a management information storage unit that stores work instruction information including machine identification information for identifying the checked device and work record information including a checked result of the checked device; and an edit authority granting unit (410) that allows the work record information stored in the management information storage unit (403) to be edited in a case where the device identification information, for identifying the device to be checked, transmitted from the mobile terminal (500) coincides with the device identification information, included in the operation instruction information stored in the management information storage unit (403), of the device to be checked.
