School-friendly QA: Thailand Education Quality Assurance Reform

Abstract
Thailand has implemented the quality assurance of education seriously in 1999 according to the National Education Acts. It is found from the past performance that it has been giving the importance to the indicators, key performance indicators and the quality components, both in internal and external quality assurance, ignoring the importance of quality standard of education which would have an effect to the true quality standard of education of the educational institutions. Therefore, the Ministry of Education has changed the regulations concerning the quality assurance of education, giving the importance to the educational institution. There is also the setting of the standard of education in its own context, having its own development plan according to the self-set standard of education, self-assessment, and setting up the higher standard of at least a level higher per annum. This is the reformation of quality assurance of education, giving the importance in decentralization for the educational institutions, and abolishing completely, the system of using the indicators or the KPI.
