Neal Blewett is Visiting Professor in the Faculty of Medicine at Sydney University. He was Minister for Health in the Hawke Government, and a political architect of Australia’s Medicare health system and responsible for the development of Australia’s AIDS policies. He is a former Professor of Political Theory and Institutions at Flinders University and Australian High Commissioner to London, and has served on the World Health Organisation Executive Board. A version of this paper was presented at the second annual John Chalmers Oration held at Flinders Medical Centre in July 1999.
