Abstract

• California sits at 49th in the nation for per capita housing production. In 2014-16 California built an average of 75,000 units each year, while the population increased by 300,000 each consecutive year. County Behavioral Health departments work diligently to assist homeless individuals living with mental health issues and SUD, regularly providing services such as counseling, case management, crisis treatment and medication evaluation and support. Current county-led programs that help to prevent homelessness, while also assisting individuals currently experiencing homelessness, include:
