Abstract

Social policy in the UK is subject to the influence of increasingly globalised economic forces, while the citizens whose lives are regulated by social policy are subject to processes of increased reflexivity including risk calculation and individualisation (Beck, 1994). Government is shedding paternalistic responsibility for providing for its citizens. Instead, it is fashioning an enabling role, which seeks to disperse responsibility for its citizens on to the citizens themselves.
