Abstract
This paper was presented at the Annual Forum of the National Conference on Social Welfare in Cleveland, May, 1963. It is based on information obtained during a three-year demonstration project conducted by the Florence Heller Graduate School for Advanced Studies in Social Welfare, Brandeis University, and supported by the Chronic Disease Program of the Public Health Service under Contract PH 86-62-40. One aspect of this program, a household survey, has been financed by a grant from the Medical Foundation, Inc., of Boston, to Harry T. Phillips, M.D., who, at the time of the award, was health officer of the demonstration city. The authors are members of the faculty of the Florence Heller Graduate School for Advanced Studies in Social Welfare of Brandeis University
