Abstract
There is a renewed degree of interest in rural development. Despite this interest, and some positive action at various levels, there is little by way of a successful blueprint for rural development. As one reviewer of research (in Europe) has stated "durable generalisations (about rural development) are scarce" (Whitby, 1986). This scarcity of results may be due to the relatively recent origin of the strategies adopted and to the fact that much of what is taking place is ad hoc, often co-existing alongside a more traditional institutional and policy framework and in all cases conditioned by the particular economic, institutional and socio-economic context of each rural area.
