Abstract
Singapore's information technology (IT) initiatives evolved in three phases, each framed by a national plan that clearly articulated goals, policies, resources, and projects. The first phase, from 1981 to 1985, saw the start of the Civil Service Computerization Program and the establishment of the National Computer Board (NCB). The program's broad objective was to computerize government ministries to increase productivity and raise the quality of public services. The second phase, from 1986 to 1990, was the period of the National Information Technology Plan. The twin goals of the plan were to develop a strong, export-oriented IT industry and to improve business productivity through IT application. The third and current phase began in 1991 with the initiation of the IT2000 master plan. Singapore is to be transformed into an intelligent island where IT pervades every aspect of the society―at home, work, and play. According to IT2000, Singapore is to develop into an intelligent island that will be one of the first countries in the world with an advanced nationwide information infrastructure interconnecting computers in nearly every home, school, and workplace. Singapore aims to evolve into a developed nation by exploiting IT extensively to enhance its economic competitiveness and quality of life. Five strategic themes are defined under the intelligent island vision that are: developing a global hub, improving quality of life, boosting the economic engine, linking communities locally and globally, and enhancing the potential of individual.
