Bibliography on institutional barriers to energy conservation

Abstract

The bibliography was created as part of a study on institutional barriers to energy conservation, funded by the President's Council on Environmental Quality (CEQ). The bibliography was compiled to aid in the location and identification of literature on the subjects of institutional barriers and energy conservation. The bibliography includes reports on barriers related to public attitudes, lack of incentives, lack of information, and unpaid factors, among others. The bibliography has two sections. The first section deals with issues specific to energy conservation while the second section focuses on the more general topics of barriers to change and problems in implementation and innovation. For example, an extensive literature exists in the areas of public policy and management science related to barriers to innovation. Several of these papers are included, but no attempt was made to provide an exhaustive compilation. The papers chosen are representative of the larger body of literature.
