Abstract
On November 29, 1975 President Gerald Ford signed the Education for All Handicapped Children Act (EAHCA) into law. The purpose of the law, which was renamed the Individuals with Disabilities Act in 1990, was to assist states in meeting the educational needs of students with disabilities via federal funding to support state efforts. In this chapter, we will (a) examine original passage of IDEA, (b) explore how IDEA works together with state laws to ensure the educational rights of eligible students with disabilities, (c) assess the impact of laws, regulations, and policies developed by the Department of Education in educating students with disabilities, (d) consider litigation regarding IDEA, and (e) assess how the evidence base influences the law, policy, and vice versa and use as an example functional behavioral assessments.
