Abstract

The paper comprises a feasibility study about how networked geographic information systems (GIS) could be used to support the participatory approach in spatial planning. The treatment is based on the discovery and/or hypothesis that the community-wide information network (like the World Wide Web) is a new kind of mass medium offering a real-time, two-directional communication channel between different parties. The paper starts by discussing how the public-participation approach grew from social and political demand, and the challenges it poses to communication channels. Community-wide networks are found to be a nearly exact match for these challenges. The research and development towards public participation GIS is reviewed. It is proposed that three-dimensional (3D) modelling and photorealistic visualization and animation should be included in public participation GIS for the sake of "space-to-feel" level experience in urban plans. Imagery can be used for verifying that the maps and plans fit the reality. WebTop Photogrammetry—a concept for making 3D photogrammetric measurements within a Web browser—is proposed. It is concluded that the technology is becoming easier to access but the real challenges are related to institutional issues.
