The poisonous cloud

Abstract

This paper summarizes the approach and findings of the NRP project ’Local Actors and Global Tree Cover Policies’ (Kamminga and De Groot, 1995; Toornstra, Persoon and Youmbi, 1995; Kamminga and Van den Top, 1995; Kamminga, 1995). The aim of this project has been to identify the most effective and efficient options for global climate policies focusing on the tropical forest. Tropical deforestation is a process with very complex and variable causes. In the project's conclusions, therefore, much care has been given to arrive at a coherent image of what really counts most in the myriad of factors, actors, policy levels and policy options.
