The framework is based on the presumption that the objectives of the decision are to promote efficiency, fairness and accountability in the supply of infrastructure services. The paper presents decision making criteria for assigning activities " to the market " , and for determining the roles of government and the private sector. It presents a menu of institutional arrangements that represent degrees of public and private sector responsibility for tasks required to provide infrastructure. It also discusses applications of these arrangements to infrastructure sectors in countries and provides a comparative evaluation. Cross cutting issues which determine the incentives and conditions for good performance under the schemes discussed are provided.
