A Comparison of Frameworks, Theories, and Models of Policy Processes

Abstract

The striking diversity of approaches developed and used by top policy scholars raises questions concerning meaning of the policymaking process. This chapter explains Elinor Ostrom's argument to heart and utilizes frameworks, theories, and models approach in two ways. They are: as a useful tool to make consistent comparisons among models, theories, and frameworks; explores how and whether models can inform and contribute to theories, and in turn whether theories may be placed within either one of two frameworks found in this collection. Theories place values on some of variables identified as important in a framework, posit relationships among variables, and make predictions about likely outcomes. The theories appearing in this volume may be sorted into two groups: common-pool resource theory and others. Common-pool resource theory explains conditions that support self-governance on part of citizens.
