Abstract

Why Evidence-based Purchasing? Every health system in every country in the world has “purchasers”: those whose job it is to allocate funds to the providers of health care. Purchasers may be individuals or organisations, working for profit or not for profit, local or national. What they have (or should have) in common is the goal of ensuring “that the health needs of the population for which they are responsible are met”(1).
