Abstract

The Food Stamp Program is the most important--and the only universal--component of our safety net and has been studied far more than any other component of the system. This combination makes it a very good model of the tradeoffs that must be made in any social program and the impacts of those choices. It has been more than a decade since a comprehensive volume on food stamp policy has been published. Ohls and Beebout, both senior analysts at Mathematica Policy Research, are among the foremost national experts on the subject.
