Abstract

Abstract With the elderly, as with other beneficiaries of the welfare state, need seems to rise faster than available resources. A closer look at the precise nature of the need can lead to a better balance between cash payments and service provisions. And, in the end, quite modest proposals can lead to significant benefits.
