Abstract
From our own conversations, and from the initial reactions of outside readers, we know that several of our proposals?and the lines of reasoning that support them?are controversial, and we anticipate debate over their merits. Indeed, some of the most active discussion?both pro and con?will no doubt be led by members of the Enquiry's board. One of our main purposes will have been served, however, if the report stimulates further thought and leads to improved understanding of the challenges facing the system of scholarly communication.
