Abstract
Introduction Within the vernacular we sometimes describe the complexities of a social phenomenon by the use of: “Well, it is and it isn’t.” This seems to be a productive way to think about globalization generally, as well as its playing out in educational policy and restructuring. The recent restructuring of educational systems can aptly be explained by recourse to an understanding of globalization. However, we also need to understand the microhistories, microcultures, and micropolitics of local practices of educational restructuring as they are implicated in the multiple flows of globalization.
