Abstract

The methods and values of public administration have been increasingly questioned;as they become more rational and objective, administration has divorced itself from the practical problems of institutional governance. William P. Foster examines how the Marxist scholar, Jiirgen Habermas, has analyzed the problems of modern capitalist society and relates some of Habermas's arguments to the development and structure of administrative theory in the United States.
