Abstract
Euclidean field configurations carrying half integral topological charge, merons, can, unlike ordinary instantons, confine quarks at moderate coupling g. Logarithmic interactions between merons prevent isolated ones from existing for small g. However, in four dimensional QCD a crude calculation indicates a phase transition to a quark confining plasma at an effective coupling g24π2 ≈ 14.
