Abstract
This article analyzes the results off a national survey off children in foster care, conducted in 1980 by the Office for Civil Rights, U.S. Department of Health and Human Services. The survey documented the differential histories in placement of children from different ethnic groups according to their legal status, type of placement, location of placement, and the length of time they spent in care.
