La aplicación del juicio de experto como técnica de evaluación de las Tecnologías de la Información y Comunicación (TIC)

Abstract

There are various strategies we can apply to evaluate ICTs, as it is the “expert judgment”. If we take into account that the concept of the professional is quite polysemic, we should considern different aspects for its correct application, such as: The criteria to select right strategies, the stratagems to be used in their selection, the appropriate number of tactics to be used during the assessment process, and instruments to be applied. There are also several methods to be chosen, so that the purpose of the present article is to analyze two of them: The biogram and the coefficient of the proficient competence. Finally, it is also offered the relation of some previous studies in which such procedures have been incorporated.
