Abstract

Introducing Information Technology (IT) into organizations is a high‐risk, hidden‐cost process. Two government departments are used in this article to provide examples of common risk issues being played out in public services contexts in the 1990s. It is argued that some major trends in public administration leave the sector particularly vulnerable to risks introduced by IT.
