Abstract

One of the major reasons why institutions are compared cross nationally is to appropriate them or to adapt them to different contexts. Analyzing and borrowing institutions in the United States is at least as old as Madison's study and appropriation of Montesquieu and as new as recent efforts to adapt Japanese administrative structures to American organizations of various kinds.
