Canada-United States Trade: Tests for the Small-Open-Economy Hypothesis

Abstract

Most studies in international trade assume price-taking behaviour in external markets (small-open-economy hypothesis). Little is known, however, about the extent to which an open economy is indeed small. This paper sets out a procedure to test this hypothesis by allowing for non-competitive markets. If competitive behaviour is rejected in an external market, the small-open-economy hypothesis must be rejected as well. In the case of Canada in its trade with the United States, departures from competitive behaviour are found to be significant in the export market and insignificant in the import market. La plupart des 6tudes de commerce international postulent que les prix sont accept6s comme dict6s par les march6s ext6rieurs: l'hypothese de l'6conomie petite-et-ouverte. Mais dans quelle mesure une 6conomie ouverte est-elle petite? Voila une question sur laquelle nous savons bien peu de choses. Ce m6moire examine la question en introduisant la possibilit6 de march6s non-concurrentiels. Si le comportement concurrentiel est rejet6 dans un march6 ext6rieur, il faut par le fait meme rejeter l'hypothese de l'6conomie petite-et-ouverte. Dans le cas du Canada, le memoire enregistre des d6viations significatives par rapport au comportement concurrentiel dans le march6 des exportations vers les Etats-Unis mais des deviations insignifiantes dans le march6 des importations en provenance du meme pays.
