Abstract

Abstract Minority nationalists and other representatives of the UK periphery were traditionally hostile to Europe but were converted in the 1980s. In the absence of elected governments, the territories are represented in Europe through the Secretaries of State for Scotland, Wales, and Northern Ireland, and through consortia of local authorities.
