Abstract
One of the enduring legacies of the sustainable development debate of the 1980s has been a quest for greater integration of the economy and the environment. A significant by-product of this quest has been growing interest in the potential of market-based instruments of environmental policy as a supplement, or in some cases an alternative, to the traditional approach of setting environmental standards by direct legal regulation.
