Abstract
Based on microeconomics utility and game theories and psychological elucidation on rationality,this paper analyzed the course leading to the generation of zero inclusive-fee,established a Path Dependence model,and concluded that zero inclusive-fee is a result of the interactions between destinations and tourist originations,that the ultimate source of zero inclusive-fee lies in the customers' bounded rational decision and the peculiar character of China's mass tourists,and that a long period of time is needed to get it wiped out.
