Abstract
In an era of limited funds, consolidation of government services is rapidly combining the traditional park and recreation department with other social service departments or departments of environmental management. In both cases the mission or image of these park and recreation departments is broadened toward human development and and environmental improvement. These changes represent opportunities for ll:le integration of human and leisure services in the planning process. The use of leisure time and space has important implications for community development, arts and culture, mental and physical health, and the conservation of resources. These changes imply moving beyond a narrow focus on recreation activities, buildings, and parks toward a mission of improving the quality of urban life and the urban environment.?
