Abstract
This paper describes a series of mode-choice models developed by the Wisconsin Department of Transportation to assess transportation policy issued consistently across four sets of urban areas in the state. The models were developed by using a combination of functional measurement (or by asking respondents their likely mode choice in a series of situations) and disaggregate demand modeling (to calibrate the models and provide a test of the correspondence between stated and actual behavior). Bus, walk, bicycle, ridesharing, and drive-alone modes are included. Key variables include gasoline availability, gasoline price, queuing time to purchase gasoline, bicycle lanes, ridesharing programs, and transit service improvements. The models are being used in statewide policy analysis, for local planning, and for quick-response analysis. They represent an approach to demand analysis and may be an efficient and effective tool for examining other demand issues. (Author)
