Telecommunications: Policy

Abstract

Policy makers have played a role that has remained essentially the same for nearly a century. This includes establishing regulatory policies and practices, determining how to use telecommunications for national defense and in support of economic development. This article reviews five basic issues always faced by policy makers, then new ones emerging as a result of economic globalization and the arrival of the Internet. It ends with a research agenda.
