Abstract
International cooperation is key to achieving goals of sound chemicals management. During the 1992 Rio Earth Summit, the need for increased international cooperation in sound management was underlined. Following the Rio Summit, at an International Conference on Chemical Safety in 1994, the Intergovernmental Forum on Chemical Safety (IFCS) was formed. IFCS was a multi-stakeholder forum in which all stakeholders contributed to promoting sound chemicals management. IFCS further developed the international agenda for sound chemicals management, culminating in the Bahia Declaration in 2000, setting the agenda for the next decades. This ultimately resulted in the Strategic Approach to International Chemicals Management. When SAICM had become operational, the second International Conference on Chemicals Management in 2009 decided that IFCS would not be integrated into SAICM, upon which IFCS suspended its operations.
