Abstract
Personal communications services will unite cordless telephones, cellular phones, and mobile computers. A person will carry a device that sends, receives, stores, and processes many kinds of information at all locations. To bring the benefits of personal communications to the majority of the population, there are several technical obstacles to be overcome. Problems arise from three phenomena: limited power in portable terminals, unpredictable communication channels, and user mobility. This paper discusses network architecture and network control issues. It describes the status of research on a number of problems related to radio resource management and mobility management.
