Abstract

t This paper is a by-product of a project sponsored by Resources for the Future, Incorporated. The author is indebted to his colleagues in the Department of Economics at the University of British Columbia for their criticisms of an early draft of this paper at a seminar, and particularly to Professor G. Rosenbluth, who helped clarify several of the methodological issues. The author is entirely responsible for the remaining shortcomings in the analysis. * Associate Professor, Department of Economics, The University of British Columbia. 1See, for example, Marion Clawson, Land and Water for Recreation (Chicago, Illinois: Rand McNally and Company, 1963); also, Marion Clawson and Jack L.
