Abstract

Due to federal and state legislative action, industrial plant environmental pollution measurements are becoming available. These data provide an opportunity to monitor environmental management progress. This article suggests the mechanics of a new data envelopment analysis model for pollution monitoring. This model is sensitive to economic and technological considerations in evaluating progress in pollution reduction. Data and measurement needs and present limitations are outlined.
