TL;DR

Three major issues that need to be considered by the new leaders as they establish their policies for biodiversity conservation in China are addressed: the process of reserve establishment needs evaluation and the administrative system is not effectively coordinated, reserves are insufficiently funded and seriously understaffed, and more attention to local residents is required.
