Abstract
Abstract When your Congress Manager, Mr Bomford, kindly invited me last July to participate in this Congress, he was inviting me as the Commissioner of the National Capital Development Commission. So you could say that, as far as I am concerned, he asked for one thing and received another. I no longer occupy that position which is now held by my friend and colleague, Bill Andrews who, I am happy to note, is to address you later on “Planning the National Capital”.
