Abstract
The occurrence in the literature of success stories dealing with (management) information systems is rare indeed. This paper addresses some of the possible factors that make it difficult to design and implement successful information (and decision support) systems. More specifically, we consider the role of problem formulation and specification, including goal setting, in the design of information systems.
