Abstract

In Chapter 5 we analysed the changing role of the centre in local authorities in the new legislative and financial circumstances of the late 1980s and early 1990s. Changes in the role of the centre imply changes in the role of the organisation's periphery. A balance has to be achieved between the forces of centralisation and those of decentralisation. In this chapter we look at the different ways in which decentralisation has taken place in local authorities since the 1974 reorganisation.
