Abstract
The debate over social and environmental policy in restructured electricity markets has suffered from unclear policy objectives and incorrect economic reasoning. The common misconception that efficiency must be sacrificed for other objectives to be attained is wrong. The correct use of economics can fashion policies to structure the market so that social goals of reliability, environmental quality and equity are attained most efficiently.
