Abstract
'... this ambitious project definitely succeeds in putting together coherently a relatively recent body of research, and in arguing that a new policy approach to development is needed: one that puts knowledge accumulation at its core, that recognises the complex nature of learning processes and the need of new institutions to stimulate them.
