PART TIME FARMING, UNDEREMPLOYMENT AND DOUBLE ACTIVITY OF FARMERS IN THE EEC

Abstract

Abstract Part time farming can be defined in various ways. Three definitions in common use are based on the amount of work provided by the farm, the amount of labour contributed by the farmer and other members of the farm labour force and other gainful activities of the farmer. Drawing on results of the 1975 Farm Structure Survey of the European Economic Community, the author quantifies and compares these three approaches, identifying regions with high concentrations of various types of part time farmer. He states that no price policy will be able to achieve the income and social objectives of the Treaties of Rome in the absence of efficient farm structural adaptation. Good farm structure policy depends on an adequate analysis of structures, in which part time farming is not overlooked. The author therefore develops a socio‐economic classification scheme which takes account of part time farming, sources of income and the present or potential viability of the farm. Résumé L'agriculture à temps partiel peut se définir de différentes manières. Les trois définitions usuelles se réferent à la quanrité de travail requise par l'exploitation, aux quantités de travail fournies par l'exploitant et par les autres travailleurs de l'exploitation, et aux autres activités rémunératrices de l'exploitant. Se basant sur les résultats du Survey des structures agricoles de la Communauté Economiquc Européenne, l'autcur quantifie et compare ces trois approches, et il identifie les régions selon les proportions de chacun de ces trois types d'agriculteur à temps partiel. II en conclut que la politique des prix ne pourra permettre d'atteindre les objectifs sociaux et de revenus du Traité de Rome sans procéder à une adaptation strucrurelle efficace. Et cette politique de structures suppose une analyse correcte des structures, analyse qui ne sous‐estime pas l'agriculture à temps partiel. L'auteur développe enfin un modèle de classement socio‐économique qui prend en compte l'agriculture à temps partiel, les sources de revenu et la viabilityé actuelle et potentielle des exploitations. Kurzfassung Nebenerwerbslandwirtschaft kann unterschicdlich dcfiniert werdcn. Drei gebräuchliche Definitionen basicrcn auf dem Arbeitskräftepotential des landwirtschaftlichen Betriebes, der Höhe des Arbeitscinsatzes des Betriebsinhabers und anderer Arbeitskräfte im Betrieb sowie dem Umfang anderer wirtschaftlicher Aktivitäten des Betricbsinhabers. Unter Heranziehung von Ergcbnisscn dcr EG‐Agrarstrukturerhebung aus dem Jahre 1975 quantifiziert und vergleicht dcr Autor diese drie Ansätze und identifiziert Regionen mit hohcr Konzentration unterschiedlicher Arten von Nebenerwerbslandwirten. Er stellt fest, daβ keine Preispolitik in der Lage ist, die einkommens‐ und sozialpolitischen Ziele der römischen Verträge zu erreichcn, solangc keine effiziente agrarstrukturclle Anpassung stattgefunden habe. Eine gute Agrarstrukturpolitik hängt von der adäquaten Analyse der Agrarstrukturen ab, wobei die Nebenerwerbslandwirtschaft nich übersehen werdcn darf. Der Autor entwickelt deshalb ein sozialökonomisches Klassifikationsschema, das nebenberufliche Tätigkciten, Einkommensquellen und die Entwicklungsfähigkeit dcs Betriebes einbezieht.
