Abstract
The opticians' market has been fundamentally transformed by the changed legal framework in which this profession has operated since 1984. Advertising, and the operation of unregistered dispensing opticians have been legalized; both highly-subsidized National Health Service spectacles and universal free eye testing have been abolished; and, finally, the sale of ready-made reading spectacles by unregistered and unqualified sellers has been legalized. This article examines the predictions made both by the proponents and opponents of deregulation and compares these with the changes that have occurred in this market.
